Liberalism, in its essence, is just allowing people to do what the fuck they want, whether it is good for them and the wider community or not.
In the case of Afghanistan the effect of Liberalism was that more Afghans did shit that they wanted, regardless of the consequences. It wasn't exactly "empowering." In fact, quite the reverse. From an estimated 200,000 opium and heroin addicts in 2005, the number rose to nearly a million in 2009 and reached between 1.9 million to 2.4 million in 2015, including around 10% of children, the United Nations reported.
Trad religions, by contrast, are all about stopping people doing exactly what they want in order to have them live healthy and productive lives. Sometimes the religions get it wrong, but more often than not it all works out well.
Now, since Afghanistan moved from a system of Afghani Liberalism to a system of Afghani trad religion (i.e. Islam) certain changes have been made to society. Bloomberg Quicktake reports that under the Taliban's war on drugs, "hundreds of drug addicts in Kabul are being rounded up and forced into hospitals for a 45-day detox."
